Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are waged: hopeful statements are issued from multiple capitals. Significant resources is expended on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a ability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons flew past – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by partner states. Every launch shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Not long after, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a dependence that regional partners are evidently unprepared to substitute in the short term.
Unsuccessful Negotiations
The detailed framework from US administration sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This pattern will, certainly, continue.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, American administration does minimal to deter Moscow, through statements or actions, from believing that the current condition will not change more in its advantage in the near future.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but preventing a entire defensive failure until circumstances change in its advantage.
Existing Situation
Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: personal goals to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
